CASE STUDY
East London Line, London – Balfour Beatty-Carillion JV
Balfour Beatty-Carillion JV (BBCJV) was engaged by Transport for London (TfL) to construct a new railway line through Central London, from Dalston in the north to New Cross in the south (now often referred to as the ‘Ginger Line’). The contract was NEC3 Option C and the original target was circa £450m. The project ran significantly late and the final account, as presented by BBCJV, was circa £810m.
Personnel who are now key members of MWCS staff were engaged as part of a significant commercial team to provide various services including:-
Preparation and submission of variation accounts (compensation events)
Preparation and submission of a substantial claim relating to delays in receipt of TfL design approval
Defence against circa £300m of disallowed costs
Preparation for and participation in 2 mediations (the second of which resulted in resolution of the dispute)
Preparation for arbitration over the value of the account
